نامه سرگشاده در باره نگرانی ها برای ایران
از ائتلاف “همگامی” به:

اکنون هفت روز از حمله ایالات متحده و اسرائیل علیه ایران می گذرد. این حملات ویرانیها و فجایع کم سابقه ای را در ایران و منطقه به وجود آورده است. حملات، غیر از هدفهای نظامی زیرساختهای اساسی کشور را که متعلق به تمام ملت ایران است هدف قرار داده و به مرگ، ویرانی و رنج انسانی گسترده ‌انجامیده است. این در حالی است که پیش از شروع جنگ مذاکرات میان امریکا و ایران با وساطت دولت عمان ادامه داشت و به نتایج مقدماتی مثبتی هم رسیده بود.

البته جمهوری اسلامی نیز در ایجاد بحران و جنگ نقش داشته است، چنانکه با اتخاذ سیاست خارجی دشمن‌محور منافع ملی را قربانی ملاحظات ایدئولوژیک کرده و به ایجاد زمینه این منازعه کمک کرده است. جمهوری اسلامی با سیاست سرکوب در داخل و ایجاد تنش در خارج خود را  در جامعه جهانی منزوی ساخته است. مردم ایران با اعتراضات گسترده خود طی چند دهه حکومت جمهوری اسلامی نشان دادند که خواهان این نظام نیستند.

 به هر جهت، اوضاع در خاورمیانه از کنترل خارج شده است. پس از حمله اسراییل و آمریکا به ایران، در خاورمیانه از حملات تلافی‌جویانه گسترده ای خبر می‌رسد. برخی از سفارتخانه‌ها و مراکز استقرار نیروهای نظامی آمریکا در حال سوختن هستند و فرودگاه‌ها زیر آتش. هزاران آمریکایی گرفتار شده‌اند و آقای ترامپ دستور تخلیه می‌دهد.

حمله به ایران قطعاً قوانین بین‌المللی را در هم شکسته است. هر کسی که فکر می‌کند قوانین بین‌المللی فقط در اوکراین اعمال نمی‌شود، در نظر نمی گیرد که وقتی در یک مکان قوانین بشکند، همه جا می‌شکند.

ما هنوز هم شادیها به هنگام سرنگونی صدام حسین و قتل معمر قذافی را به یاد داریم. نه عراق و نه لیبی هیچکدام به ثبات و دموکراسی نرسیده‌اند و فاقد حاکمیت ملی و برخورداری از استقلال هستند.

جای نگرانی بسیار است اکنون که هدف جنگ – که طبق اظهارات متفاوت رییس جمهوری امریکا تغییر رژیم جمهوری اسلامی بود – به هدف خطرناکتر تجزیه ایران وفروپاشی ساختار دولت (State) سوق پیدا می کند. ظهارات آقای ترامپ  مبنی بر تهدید یکپارچگی سرزمینی ایران در عمل  و سوق دادن کشور به سمت تکه‌تکه شدن بشدت نگران کننده است. چنین رویکردی  به بی‌ثباتی گسترده و حتی جنگ داخلی منجر شده و از منظر حقوق بین‌الملل نوعی مداخله غیرقانونی در امور داخلی یک کشور مستقل محسوب می‌شود.

خبرهایی شنیده می شود که اسرائیل و امریکا در تلاش برای تجزیه ایران با تشویق و تسلیح ورود جمعی از نیروهای اتنیکی و یا ناراضی‌هابه کارزار هستند.

به نظر می رسد که هدف این باشد که گروه‌های موردنظر بتوانند کنترل بخشی از مناطق داخل ایران را به دست بگیرند تا به چالش مستقیم با حکومت برخیزند. در این ارتباط یک مقام اسرائیلی اعلام کرده است: «جنگ با مرحله‌ی نظامی از سوی ارتش‌های آمریکا و اسرائیل آغاز شد، اما در ادامه، فعالیت‌های دیگری نیز از سوی موساد و سیا دنبال خواهد شد.

ما هشدار می دهیم که جنین اقدایم به مثابه باز کردن جعبه پاندورا خواهد بود.

جای تاسف است، در حالی که ایالات متحده به طور سنتی از تمامیت ارضی ایران حمایت کرده، اکنون تن به

مقاصد اسراییل در تجزیه ایران و ایجاد درگیری های قومی داده است، رویکردی که امریکا را می تواند از هدف یک جنگ کوتاه به باتلاقی شبیه ویت نام که خروج از آن برای امریکا آسان نباشد، وارد کند.

واقعیتی است که در پی خاتمه یافتن جنگ جهانی دوم، زمانی که اتحاد شوروی از خارج ساختن قوای خود از ایران – که طی جنگ همراه انگلستان کشور را اشغال کرده بودند – خودداری کرد، اخطار پرزیدنت ترومن بود که سرانجام شوروی را وادار به خارج ساختن قوای خود از ایران نمود و دولت مرکزی را قادر ساخت که تمامیت ارضی ایران را دوباره احیا نماید.

با توجه به موزاییک قومی در ایران، خدشه به تمامیت ارضی ایران این خطر بالقوه را دارد که درگیریهای قومی احیا گردند، درگیری هایی که کنترل آن از دست همه خارج و به یک جنگ داخلی منجر خواهد شد.

ما هشدار می‌دهیم که تداوم این جنگ می‌تواند به گسترش آن در سطح منطقه‌ای بیانجامد و کشورهای بیشتری را درگیر سازد، وضعیتی که در آن مهار و کنترل بحران به مراتب دشوارتر خواهد شد. از این رو، بر این باوریم که هرچه این جنگ زودتر پایان یابد، به سود تمامی طرف‌هایی خواهد بود که در حال حاضر به‌گونه‌ای درگیر این منازعه هستند.

ما همه طرف‌های درگیر جنگ را به خویشتن داری، اجرای فوری آتش بس، توقف مخاصمات و احترام به حاکمیت و یکپارچگی سرزمینی کشورها فرا می خوانیم. همه طرف‌ها باید از غیرنظامیان محافظت کرده و به قوانین بین‌المللی احترام بگذارند.

همان طور که مستحضر هستید، از زمان آغاز حملات هوایی دولتهای امریکا و اسرائیل به ایران، بسیاری از کشورها و مراجع بین المللی خواستار توقف پایان فوری عملیات نظامی، کاهش تنش و بازگشت به مذاکره و دیپلماسی صلح شده اند. پاره ای از کشورها، از جمله چین، هند و اندونزی برای میانجی گری میان دولت‌های آمریکا و ایران اعلام آمادگی کرده اند. معتقدیم که در این شرایط نیاز فوری به استفاده از این فرصت توسط طرفین منازعه برای برقراری آتش‌بس و جلوگیری از گسترش منازعات و کاهش خرابی و یرانی و رنج غیر نظامیان هست.

Open Letter on Concerns for Iran
From the “Hamgami” Coalition to:

– The United States Supreme Court
– The United States Congress
– The European Union

It has now been seven days since the US and Israel attacked Iran. These attacks have caused unprecedented devastation and catastrophe in Iran and the region. In addition to military targets, the attacks have targeted the country’s essential infrastructure, which belongs to the entire Iranian nation, and have resulted in death, destruction, and widespread human suffering. This is despite the fact that negotiations between the US and Iran, mediated by the Omani government, were ongoing before the war began and had reached positive preliminary results.

Of course, the Islamic Republic has also played a role in creating the crisis and war, as it has sacrificed national interests for ideological considerations by adopting an enemy-centric foreign policy and helped create the ground for this conflict. The Islamic Republic has isolated itself in the international community through a policy of repression at home and creating tension abroad. The Iranian people have shown through their mass protests during the decades of the Islamic Republic’s rule that they do not want this system.

In any case, the situation in the Middle East has spiralled out of control. After the Israeli and American attacks on Iran, there are reports of widespread retaliatory attacks in the Middle East. Some embassies and US military bases are burning and airports are under fire. Thousands of Americans are trapped and Mr. Trump is ordering evacuations.

The attack on Iran is definitely in violation of international law. Anyone who thinks that international law does not apply only to Ukraine, does not consider that when the rules are broken in one place, they can be broken everywhere.

We still remember the joy of the overthrow of Saddam Hussein and the killing of Muammar Gaddafi. Neither Iraq nor Libya has achieved stability and democracy, and lacks national sovereignty and independence.

There is great concern now that the goal of the war – which, according to the US President, was to change the regime of the Islamic Republic – is moving towards the more dangerous goal of dismembering Iran and the collapse of the state structure. Mr. Trump’s statements, whereby he in fact threatens the territorial integrity of Iran and pushes the country towards fragmentation are extremely worrying. Such an approach can lead to widespread instability and civil war and from the perspective of international law can be deemed as intervention in the internal affairs of an independent country.

There are reports that Israel and the US are trying to divide Iran by encouraging and arming groups of ethnic forces or dissidents to enter the campaign.

It seems that the goal is for the mentioned groups to take control of part of the regions inside Iran in order to directly challenge the government. In this regard, an Israeli official has stated: “The war began with a military phase by the US and Israeli armies, but further activities will be followed by led the Mossad and the CIA”.

We warn that such actions are tantamount to opening of Pandora box.

It is regrettable that while the United States has traditionally supported the territorial integrity of Iran, it has now given in to Israel’s intentions of dividing Iran and creating ethnic conflicts, an approach that could lead the United States from the goal of a short war into a Vietnam-like quagmire, from which it will not be easy for the United States to get out.

It is a fact that following the end of World War II, when the Soviet Union refused to withdraw its forces from Iran – which it had occupied with Britain during the war – it was President Truman’s warning that finally forced the Soviets to withdraw their forces from Iran and enabled the central government to restore the territorial integrity of country.

Given the ethnic mosaic in Iran, any violation of Iran’s territorial integrity carries the potential risk of reigniting ethnic conflicts that could spiral out of control and lead to a civil war.

We warn that the continuation of this war could spread regionally and involve more countries, a situation in which it will become much more difficult to contain and control. Therefore, we believe that the sooner this war ends, the better for all parties currently involved in the conflict.

We call on all parties to the war to exercise restraint, implement an immediate ceasefire, cease hostilities, and respect the sovereignty and territorial integrity of countries. All parties must protect civilians and respect international law.

As you are aware, since the beginning of the airstrikes by the US and Israeli governments on Iran, many countries and international authorities have called for an immediate end to hostilities and return to negotiations and diplomacy of peace. Some countries, including China, India, and Indonesia, have expressed their readiness to mediate between the US and Iranian governments. We believe that in these circumstances, there is an urgent need for the parties to the conflict to use this opportunity to establish a ceasefire, prevent the spread of the conflict and reduce the destruction and suffering of civilians.
